The missing half of the Sendai framework: Gender and women in the implementation of global disaster risk reduction policy

The Sendai Framework for Disaster Risk Reduction 2015–2030 (SFDRR) is the guiding international policy structure disaster risk reduction activities, shaping DRR strategies and practices across world. Its targets, priorities, supporting documents are critical in influencing direction of programming funding streams national local level interventions, its indicators play a vital role setting benchmarks monitoring progress. has made progress by drawing attention to diverging ways which women experience disasters, highlighted their increased vulnerability certain situations. But how far does really go towards delivering gender responsive strategy reduction? Five years into implementation, this paper analyses relevance SFDRR context disasters. It argues that although framework headway promoting inclusion girls programming, on whole it represents missed opportunity addressing fundamental based issues DRR. Recommendations offered mitigating several shortcomings during current process implementation. These include outlining more refined conceptualization gender, improved sexual minorities implementation documents, greater alignment with parallel frameworks other indicator systems.
